Assistant Principal

It is truly an honor and a privilege to serve you as your Assistant Principal of the Plummer Bernard Young Sr. Equity & Excellence Learning Center Elementary School.  My name is Phillip Hawkins, Jr. and I am so excited to welcome you to the 2026-2027 school year!  

This school year will be 29 years serving the children and families of Norfolk Public Schools!  I hold a Master of Arts degree with a post graduate professional license in Administration and Supervision Pre-K through 12, a teacher's license in early childhood education with the Commonwealth of Virginia, and a Bachelor of Arts degree in general business from Norfolk State University.  I am here to support your children in their quest and journey to learn and grow.  Our goal is that every child receives a world-class education here at our school and beyond.  I oversee Positive Behavior Interventions and Supports Programs (PBIS), School Attendance, Student Discipline, and Special Education Services.  At Plummer Bernard Young, Sr. Elementary, we will continue our commitment to equity and excellence for all students!
